طراحی الگوی سنجش شایستگی مدیران نهادهای علمی: رویکرد فراترکیب

چکیده

دانشگاه­ها علاوه بر نقش محوری خود درتربیت نیروی انسانی متخصص و متعهد، نقش مهمی در رشد و ارتقای علم و فنّاوری و نیز توسعة کشور دارند. در این میان مدیران دانشگاه به­عنوان یکی از ارکان مهم پیشرفت دانشگاه و همراستایی این نهاد با برنامه­های ملّی، ضامن تحقق اهداف، رشد و تعالی کشور است لذا شایسته سالاری در انتصاب افراد در مسؤولیت­های­ مختلف مؤسسه­های علمی، نخستین گام در پی­ریزی مدیریت کارامد و اثربخش است. تحقق این موارد مستلزم کاربست الگویی علمی برای شایسته گزینی در نظام علمی کشور است لذا در این مقاله تلاش شده تا الگویی جامع با هدف سنجش شایستگی مدیران مؤسسه­های علمی طراحی شود. بدین منظور با به کارگیری رویکرد فراترکیب، به تحلیل نتایج و یافته­های پژوهش­های پیشین پرداخته شد. در تحقیق حاضر روش نمونه­گیری نظری و جامعة آماری شامل همة پژوهش­های منتشر شده در حوزة شایستگی مدیران در پایگاه­های اطلاعاتی داخلی و خارجی به منظور دستیابی به اشباع نظری است. شاخص­ها پس از استخراج در معرض نظر صاحب­نظران حوزه­های آموزش، پژوهش و فنّاوری قرار­گرفت و با تعیین میزان اهمیت هر یک از شاخص­ها روایی محتوایی آن تأیید و الگوی سنجش شایستگی مدیران در پنج مؤلفه­ و 57 شاخص ارائه شده است. مهم­ترین ویژگی این الگو­، جامعیت آن در تلفیق مفاهیم همگون و پوشش تمام شاخص­های سنجش شایستگی پژوهش­های پیشین است.
